The Alcohol-Task-Force



In 2001 it became obvious that no substance manufacturer of Ethanol, Propan-1-ol or Propan-2-ol would support the authorisation of the alcohols as biocidal active substances acc. to BPD/BPR. In this situation, in order to ensure the future use of alcohols as biocidal active substances, the companies Bode Chemie, B. Braun Melsungen, Ecolab, Lysoform and Schülke&Mayr decided to jointly support the authorisation process for Product Types 1, 2 and 4 on their own, and formed the Alcohol Task Force (ATF).

The group engaged the Fraunhofer Institute for Toxicology and Experimental Medicine (ITEM) as an independent technical consultant, which, on behalf of the ATF, established the authorisation dossiers, administrated the submission to the Competent Authorities (CA), and coordinated the correspondence with the CA.

The action taken by the ATF ensured the legal use of Ethanol, Propan-1-ol and Propan-2-ol as biocidal active substances in the EU to date.

In 2013, the law firm Fieldfisher (FFW) in Brussels was selected as legal consultant for the ATF. Furthermore, FFW was appointed as ATF's Data Submitter according to BPR, coordinating the requests for data sharing.

In 2014, the ATF decided to admit the companies Accuron, AVT, Diversey, Dr. Schumacher, and FinkTec as additional members of the task force.



Our offer



The ATF is the owner of fully evaluated and assessed dossiers, on which the substance authorisations are (resp. will be) based on. The dossiers are unique to this respect and the endpoints, the substance quality, the exposure scenarios and the included risk assessment will be benchmark in the authorisation process of biocidal products. Facing the fact that

  • Companies applying for the authorisation of a biocidal product, need to refer to the data of the authorisation dossier of the active biocidal substances,
  • Companies intending to market an active biocidal substance after the 1st of September 2015, need to be listed on the ECHA-List of approved active substances suppliers (Art. 95 List), the listing being based on either an own full dossier for the substance or on a Letter of Access (LoA) to the existing authorisation dossier,

the ATF is ready to support any company to meet the company's legal obligations in the abovementioned matters.

  • For the authorisation of a biocidal product, the ATF offers LoAs to its complete dossiers, covering all endpoints, also those that are not subject to mandatory data sharing under Article 95(3) BPR. The LoAs are valid for all member states of the EU. For other products of a company with the same active substance, the costs for further LoAs confine to handling fees to cover the administrative costs.
  • For Article 95 listing, the ATF offers LoAs to its complete dossiers, including sublicensing rights in accordance with Article 95(4) BPR.

The conditions for the LoAs are based on the User Guides for data sharing that are available on ECHA's website.
